Tianjin Pilot Free Trade Zone has been established for eight years: Innovation promotes high-level openness and high-quality development

     On April 21,2015,the first free trade pilot zone in northern China,China(Tianjin)Free Trade Pilot Zone(hereinafter referred to as"Tianjin Free Trade Pilot Zone"),was officially established with the approval of the State Council.In the eight years since its listing,the Tianjin Pilot Free Trade Zone has deepened systematic and integrated institutional innovation,and made new progress and breakthroughs in various work.On April 28th,the Municipal Government Information Office held a press conference.Yang Bing,Deputy Mayor of Tianjin and Director of the Tianjin Pilot Free Trade Zone Management Committee,attended and delivered a speech.The leaders of the Tianjin Pilot Free Trade Zone Management Committee,Tianjin Bureau of Commerce,Tianjin Customs,and the Tianjin Branch of the People's Bank of China introduced the relevant situation and answered questions from reporters.

     Yang Bing pointed out in his speech that the establishment of a free trade pilot zone in Tianjin is the warm care and earnest expectation of the Party Central Committee towards Tianjin,and it is a historical opportunity and development opportunity for Tianjin to promote high-level opening up and high-quality development.Over the past eight years,the Tianjin Pilot Free Trade Zone has boldly ventured,experimented,and innovated independently.Through the connection between innovation and practice,the combination of cutting-edge and distinctive features,and the unity of obedience and service,it has driven reform through openness,becoming a"experimental field"for institutional and mechanism innovation,a"growth pole"for industrial agglomeration,and a"new highland"for expanding openness.We will carry out pilot reforms in key areas such as investment,trade,finance,and the transformation of government functions.Relying on the advantages of factor resources,utilizing both domestic and international markets and resources,leading the development of new industries and models.We will promote coordination in areas such as the policy system of Beijing,Tianjin and Hebei,strengthen trade with countries along the the Belt and Road,and better serve the overall strategic layout of opening up.Currently,Tianjin is deeply implementing the"Ten Actions"to promote the action,concretization,and practicality of the spirit of the 20th National Congress of the Communist Party of China.The Tianjin Pilot Free Trade Zone will continuously expand the breadth and depth of institutional innovation,and carry out collaborative innovation across regions,departments,and fields.Benchmark international high standard economic and trade rules,optimize the structure of foreign investment utilization,and accelerate the cultivation and growth of new driving forces for foreign trade.Deepen administrative system reform,introduce cross-border convenient measures for talents,and attract the gathering of factors such as funds,talents,and technology.Promote institutional openness in terms of rules,regulations,management,standards,and other aspects,deepen and implement the innovation of the"Five Freedoms,One Safe and Orderly Flow"system,and achieve high-quality development of the pilot free trade zone.

      Regarding the work of promoting industrial development through institutional innovation in the pilot free trade zone and improving the quality and efficiency of cross-border trade facilitation,Sun Jiannan,Director of the Tianjin Municipal Bureau of Commerce and Deputy Director of the Tianjin Pilot Free Trade Zone Management Committee,introduced that the Municipal Bureau of Commerce has fully utilized the coordinating role of the leadership group office of the pilot free trade zone to promote industrial development through institutional innovation and achieve significant results in promoting high-level opening up.In 2022,the import and export volume of Tianjin Pilot Free Trade Zone exceeded 290 billion yuan,a year-on-year increase of 7.9%;The actual use of foreign investment exceeded 2.2 billion US dollars,a year-on-year increase of 3.8%.As of now,the Tianjin Pilot Free Trade Zone has implemented a total of 581 institutional innovation measures,replicating and promoting 38 pilot experiences and practical cases nationwide.The pilot experience of self replication and promotion of reform totaled 118 in five batches,and 7 innovative practice cases.The high level open platform of the pilot free trade zone played a more obvious role.One is to promote the accelerated development of advantageous industries through free trade innovation.Bonded maintenance innovation demonstration
